be applied to the exposed litter pole, nearest the vehicle wall, at litter head and foot. All of the
safety straps and buckles shall be of the automotive seat belt type and quality. Safety strap
attachment hardware shall prevent undue wear of the strap webbing at the point of attachment.
All safety straps shall be of sufficient length for the stipulated intended usage, and shall be
provided with means for rapid adjustment and neat storage when not in use.
3.5.8.3 Seat cover. Seat and force distributing material for type III and IV vehicles shall
be first-grade, heavy duty, plastic coated, grained-surface fabric of not less than a 42-ounce
weight per linear yard of 54-inch width. All seat materials shall be flashproof, flameproof and
nonexplosive. The color of the upholstery shall be appropriate for the exterior vehicle colors and
shall be compatible with interior colors.
3.5.8.4 Driver's seat. The driver's seat shall be the heavy duty bus-type,
pedestal-mounted and adjustable fore and aft, and for height without the use of tools. When a
front mounted engine is furnished, the driver's seat shall also be adjustable sideways and with
the seat in the extreme left side slide position there shall be a clear pass through of not less than
7.5 inches between the seat and engine housing. The seat shall be positioned for convenient and
safe operation of all controls by the driver. The seat cushion and back shall be padded with full-
depth foam rubber, contoured to provide maximum driver comfort, and covered with heavy duty
vinyl simulated leather or polyester material. A lap style seat belt with automatic locking
retractors shall be installed for the driver's seat.
3.5.9 Stanchions and grab rails. One padded stanchion shall be located near the driver
with a header rail and a slide or roll type opaque curtain and a padded cross rail to protect the
driver from passenger interference. A padded stanchion or padded grab rail with a modesty
panel (type III bus only) shall be provided at the rear of the service door entrance. A stanchion
or grab rail shall be provided at the front and at the rear of service doors, so arranged to safely
assist passengers entering or leaving the bus. Full length grab rails shall be attached to the
ceiling on each side of the aisle extending from the face of the first two-passenger seat to a point
within 18 inches of the face of the rear seats. The stanchion or grab rail, header rail, and cross
rail located behind the driver and at the service door shall be of stainless steel, stainless steel
clad, or plastic-coated steel tubing, at least one inch in diameter.
3.5.10 Heating, defrosting and ventilating. The heating, defrosting and ventilating
system shall conform to Federal Motor Carrier Safety Regulations 393.77 and 393.79.
3.5.10.1 Heater. A heating system shall be furnished capable of maintaining the
temperature inside the bus at a minimum of 70°F midway between the floor and ceiling, in an
ambient air temperature of 0°F. The bus heating system shall also be capable of raising the
