4.3.2.5 Air conditioning. To verify conformance to the air conditioning performance
requirements specified in 3.5.11, the manufacturer shall test the vehicle under actual or simulated
conditions at least as stringent as specified herein. Simulated conditions must be acceptable to
the Government. Inside temperature may be calculated either with the specified number of
seated passengers or through the use of simulated heat for sensible cooling. Solar radiation may
be employed or simulated by calculating effective solar load in Btu, based on the square foot
surface and the angle of incidence that will be exposed to the sun at the same time.
4.3.3 Vehicle weight. The first production vehicle shall be weighed to determine the
curb weight and the distribution of the curb weight on the front and the rear axles. The imposed
loading on the front and rear axles will be computed by the contractor and verified by the
Government, using the curb weight, the operator weight at 175 pounds, and the payload
(see 3.2.5), uniformly distributed over the vehicle load area, to provide the specified GVW. The
calculated imposed loads on the front and rear axles shall be compared to the suspension, axle,
and tire load capacity ratings to determine if these components are of adequate capacity to meet
contractual requirements.
4.3.4 Road test. The first production vehicle shall be examined and road tested by the
contractor in both bus and ambulance configurations, with payload, to assure that the vehicle will
operate in accordance with the requirements herein.
4.3.4.1 Road test details. Unless otherwise specified (see 6.2), the first production
vehicle shall be loaded to simulate the maximum payload and shall be subjected to a road test of
not less than the mileage specified in table III. The test mileage shall be as indicated for the total
quantity of vehicles of the same type (see 1.2) being procured under the contract at the time of
contract award. One half of the road test shall be conducted with full payload allowance
specified in 3.2.5 evenly distributed in the full passenger configuration; and one half of the road
test shall be conducted with 300 pounds evenly distributed on each litter in the litter
configuration. The test shall be conducted by the contractor under the direction of Government
representatives. The test shall be conducted over a test course approved by the procuring activity
and meeting the requirements of table IV. The vehicle shall be inspected periodically during and
at the completion of the test by the contractor. The cost of the test and vehicle support, exclusive
of personal expenses incurred by the participating Government representatives, shall be borne by
the contractor.
