3.2 General design.
3.2.1 Federal Motor Vehicle Safety Standards. Vehicles and furnished accessories shall
comply with all Federal Motor Vehicle Safety Standards in effect on the date of manufacture,
including standards applicable only to school buses, except:
(a) Exterior color shall be as specified in 3.1.1.1
(b) School bus signal lamps may be omitted when specified (see 3.4.2.6.4)
(c) Compliance with FMVSS No. 222 is not required. Seats shall be in accordance with
3.5.8 in lieu of FMVSS No. 222.
3.2.2 Air pollution control. Vehicles shall comply with the Environmental Protection
Agency Regulations governing Control of Air Pollution from New Motor Vehicles and New
Motor Vehicle Engines in effect on the date of manufacture. In addition, vehicles destined for
California shall comply with State of California regulations governing air pollution control
in effect on the date of manufacture.

3.2.3 Sound level. The interior sound level at the operator's location with the driver in
the seated position shall be not greater than 84 dB(A) when measured in accordance with Federal
Motor Carrier Safety Regulations 393.94. The vehicle exterior sound level shall conform to the
Interstate Motor Carrier Noise Emission Standards of the Environmental Protection Agency
when tested in accordance with the regulations of the Department of Transportation, Part 325.
When specified (see 6.2), the exterior sound level shall not exceed the noise limits established by
the California Vehicle Code, Section 27200.
3.2.4 Curb weight. The curb weight shall include the weight of the chassis and body
with all attachments, accessories, and equipment; and a full complement of fuel, lubricants, and
coolant.
3.2.5 Gross vehicle weight. Gross vehicle weight (GVW) shall include the curb weight,
the driver weight at 175 pounds and a payload evenly distributed throughout the passenger seat
and the standee area. The GVW shall be not less than 26,000 pounds for 30-passenger buses and
not less than 29,500 pounds for 44-passenger buses. In addition, the payload allowance used to
determine the GVW shall be not less than 6,000 pounds for 30-passenger buses and not less than
8,800 pounds for 44-passenger buses.
3.2.6 Dimensions. The overall bus dimensions shall be as follows:
(a) Overall width shall be not greater than 96 inches. Width over tires shall be not more
than 100 inches;
(b) Overall height shall be not greater than 125 inches. When air conditioning is
furnished, the overall height shall be not greater than 140 inches;
